How can council afford this leaflet?

SIR - We are told that council tax is to increase by 10 per cent, so why have we just had delivered, by hand, a glossy leaflet telling us of the joys and benefits of walking round Worcester? For this the council have had to pay for design, photography, printing, delivery and recycling - since most of them will go straight into the bin.

Most people know about the benefits of walking but are too busy or too lazy to do it, so the message in this leaflet when you have eventually found it among the pictures is wasted, like our money.
